Hello, would like to know if somehow admin tools blocks outgoing SMTP ports or interfiere with the TLS validation.

No, Admin Tools should not do anything to outbound traffic.

You can disable Admin Tools fairly easily, just go to Plugins and disable System - Admin Tools.  Then swap your .htaccess file with htaccess.txt in the root of your site.  The htaccess.txt file is the one shipped by Joomla!.

If your problem still exists, it isn't caused by Admin Tools.
