The language file — yes, remove it, it's very much out of date. We stopped offering translations in August 2018.
AkeebaStrapper and Akeeba GeoIP Provider are dead extensions, made obsolete in 2016 and 2020 respectively. You can remove them/
If you cannot remove AkeebaStrapper try using Magic Eraser: https://github.com/akeeba/magiceraser/releases It will remove all the extensions of ours which were made obsolete since 2010.
