Hello,

most likely the connection between your server and the new one is blocked.

My suggestion is to manually perform the restoration on the new server. Troubleshooting FTP issues can be tricky and you risk to spend a lot of time and discover that the problem is not solvable (for example there's a firewall blocking the connection).
