I am still encountering issues on client websites with the Update Sites, even after rebuilding it.

As you can see in your error messages, your server does not allow Joomla to read the update information from our update server. This is already documented: https://www.akeeba.com/documentation/akeeba-backup-documentation/update.html#update-troubleshooting-server-issues Please follow the documentation instructions and ask your host to check the two possible issues documented there.
