Is there a way to backup to IONOS S3 Cloud?

Yes, of course. IONOS offers an S3 compatible API. Akeeba Backup's Upload to Amazon S3 allows you to enter a custom endpoint (IONOS calls it an “access point”) exactly so you can use third party S3–compatible storage services.
