How can I add additional ticket priorities and also change the names of the existing ticket priority.

I'm sorry but there is no support for custom priorities.

Can I change the default priority of new tickets that are submitted?

No you can't.
Priority is automatically set to high if the ticket it's private, if the ticket comes from and email, we can set it from email priority.
Otherwise you can manually change it from the backend
