#3466 MySQL Restore Error

I received the following error when trying to use kick start to restore a site to a new hosting server;

Could not connect to the database. Connector returned number: Unable to connect to the database:Could not connect to MySQL

I am restoring to a completely blank directory on the server.

I put only 2 files in the new folder, the Kickstart.php and the zipped archive file (in rar format).

JoomlaPack usually does not have permission to create a new database on your host. You need to create the database manually through your host's database management tools, frequently phpMyAdmin. Then you can input the new connection information during the restore process.

I understand that you have kickstart.php and your zipped backup archive on your new site, but where does the rar file come in? Kickstart can't handle the rar archive format.
