What it does: Migrates backup profiles and settings from an installed Akeeba Backup 8 (com_akeeba) to Akeeba Backup 9 and later (com_akeebabackup). This command performs the same migration that is offered by the Migrate settings button in the Control Panel when both components are simultaneously installed.
Use this command when you are migrating a site from Akeeba Backup 8 to Akeeba Backup 9 or later in a headless or scripted environment, where no browser access to the site backend is available.

Exit codes
One of the following exit codes will be set when the command finishes running:
Migration completed successfully.
Migration failed. Either Akeeba Backup 8 (com_akeeba) is not installed on this site, or an error occurred during the migration process.
The backup engine could not be initialised. This typically means the component is not installed correctly or the Console – Akeeba Backup plugin is not published.
