This plugin registers Akeeba Backup's CLI commands with Joomla's Console Application (cli/joomla.php). It must be published with its Access set to Public for any of the akeeba:* CLI commands to be available.

Without this plugin published, running php /path/to/joomla.php list will not show any akeeba: commands, and any attempt to run them will result in a "command not found" error from Joomla.
