I set up a new site no plugins installed. As soon as I password protected the wp-admin using the admin tools wizard I get the error to many redirects when I try and login in the admin area . I cleared my cookies , tried different browser etc. I even tried to do a fresh install 3 separate times  and got the same result.

What is the problem with the htacess tool.

Hello,

I'm pretty sure the problem is caused by your server configuration. It does not support Apache Basic Authentication and it starts creating too many redirects. Can you please manually delete the .htaccess and .htpwd files from the wp-admin folder as explained here? https://www.akeeba.com/documentation/atwp/admin-pw-protection.html 

Can you regain access to the admin area?

I mean once I delete these files I can access the site but my admin section is left unprotected. I have the same script running on 5 other domains  on my server with no problems.  2 of them are WordPress sites ? So I do not think it is the server. Are there some special configurations for the php setting? That would be the only difference if there is one with this domain.

In this case you should get in touch with your host, I suspect there could be different settings for that specific site. 

Please note that Basic Authentication (the feature on which is based the Password Protection feature) is handled directly by your webserver Apache, well before the request touches your website and your PHP interpreter. This is what makes it so efficient, because it uses fewer resources to handle an invalid request.

Since we're talking about server configuration, there's nothing that we (you and us) can do to fix this issue, you have to contact your host.
