I like to know what format is use in the Never block these IPs text box?

It is a comma-separated list of single IPs, e.g. 123.123.123.1,123.123.123.2,123.123.123.3

Can you use range here?
123.123.123.*,124.123.123.123.*

Do you have a way when certain IP bypass completly the first Firewall User/password (before Joomla admin)

No, you can not use ranges in there. However, if you are using the Administrator IP Whitelist you can use ranges. In fact, I think this is what you need, as this feature disables the administration area of your site except to the IPs/IP ranges in the white list.
