#10099 Can't update to latest Joomla version

Mandatory information about my setup:

Joomla! version: 1.5.24
PHP version: 5.3.2
MySQL version: 5.1.41
Host: WebFusion VPS Plesk 10
Admin Tools version: 2.1.11 professional


Description of my issue:
On trying to upgrade to Joomla 1.5.25 I get message that libraries/joomla/version.php is not writeable.
All folders at 755 (changed relevant folders to 777 still not working)
All files at 644 (changed to 777 still not working)
I am owner of all folders/files and am logged in as owner (I can change file permissions for all folders/files)

Changing the permissions of a directory is neither sufficient nor recommended. The problem is that Admin Tools can not write to a specific, existing file. It's the file's permissions which are askew. But, there is a VERY easy workaround. Right before you click the upgrade button you have the choice to use the FTP mode instead of direct file writes. In your site's case, I strongly recommend doing that.
