com_admintools-svn783-pro.zip or com_admintools-2.2.a3-pro.zip ???

Both are actually equivalent (they are the same release). The version numbering issue will be rectified when beta 1 is released next week.

is the licence for one web site or can I used for more web sites?

There are no license restrictions. You can use the software on as many sites as you want, for as long as you want. The only two limits of the subscription are:
1. You can only download updates for one year
2. You can only request support for one year
From that point, you are free to do whatever you want with the software. I don't believe in restrictions and complicated licensing schemes :)
