 Regardless of any component I try to update I receive an error:

Error

There was an error uploading this file to the server.

I went through the Admin Tools settings, but can't figure out the culprit.

Hello Kurt,

the culprit is not Admin Tools, but your server file permissions.
Please enable the FTP layer in Joomla Global configuration and try again.

I attempted to do as you said... enable the FTP layer and received "An error has occurred.

0 Could not write to the configuration file

Return to Control Panel"
I then ran the "Fix Permissions" Tool in Admin Tools, which fixed that problem, but while attempting to install the latest Akeeba Backup from a local file I received:

Path does not have a valid package.

Any suggestions?

You have to contact your host and ask for help. Usually enabling the FTP layer fixes the issue, but it seems that the situation is pretty more complicated.
Sadly we can't do anything, since it's an hosting issue
