I want to find an extension that will monitor if the site goes down, and I wondered if this was a feature in Admin Tools Pro? Thank you.

No, by definition.
Admin Tools runs as part of your site (it's a Joomla plugin). If your site is down, no Joomla or other PHP code executes, including Admin Tools itself.
Therefore something which cannot run cannot possibly monitor when it's unable to run. It's like trying to have a soldier radio back to HQ when he is shot dead that he was, indeed, shot dead. He can't, because he just died.
