I have two problems that may be related to an Admin Tools feature.

When attempting to make a change to a feature in the Stackideas EasyBlog extension I kept getting an error message " Access Denied "

I contacted EasyBlog support and they asked for Admin Access to my site.

So I tried to set them up with a SuperUser Account.  This resulted in a 403 Access Denied error message.

I strongly suspect the SuperUser problem is associated with Admin Tools and, perhaps the EasyBlog one as well.

I have read the Admin Tools documentation https://www.akeeba.com/documentation/troubleshooter/atspecialusers.html but the process shown does not match the options as I see them.

Maybe this is a J3/J4 documentation issue? 

And yes I know I'm running an old version of php and my J3 site needs to be updated to J4.  It's on my ToDo list!

Please take a look at the Configure WAF page and you'll see the option that you have to set to No.

After that you'll be able to create a new Super User so EasyBlog dev will be able to troubleshoot your issue.

Thank you Davide, that not only fixed the problem with creating a new SuperUser, but it also fixed the EasyBlog problem.

The documentation you listed is a little confusing. It refers to clicking the 'WAF Configuration' button, but the button is actually labelled 'Configure WAF'.  Then it omits to say to go to the  'Hardening Options' Tab.  Both obvious when you have found it, but confusing if you think you might be in the wrong place.  it took me a while to track it down.
