Why admin tools bock my email?

Admin Tools cannot block an email address, nor does it run outside of Joomla.
Further to that, the IP address (172.172.40.182) you got a report for is in the USA. When you made your purchase you said you're in France. Therefore, it's not your IP address which got blocked.
