#40226 403 Access Denied when creating a SuperUser Account In Joomla Users

This is a Joomla site I'm developing for a client to replace their old WP site. I was having trouble with an extension and the developer requires Super User access to log in and check it out. Normally, I go to Users and create a new Super User, but Joomla is returning an error when I save:

403 Access Denied

I checked Admin Tools settings for a setting that might be prohibiting me from creating other Super User accounts, but could not find anything. Did I miss something?

I successfully created a temporary Super User using Admin Tools. But I may need to give a client Super User privileges once the site is launched and they've been trained on managing their own site.
