In Joomla 3 one could see the saved user note directly in the user table underneath the username. Now we have to navigate to the user notes. Is there a reason for this?

User notes are a core Joomla! feature. We have no control over where they are displayed. This is up to the Joomla! project itself. So, to answer your question, the location of where the user notes are displayed changed because the Joomla! project decided to change their location.
