I have found after migrating to Joomla 5 that the settings are changed to allow super users in the admin.  I have resorted to disabling admin tools to accomplish creating the new user.

Please tell me if it is possible to change a setting to allow that rather than my process.

Set "Disable editing user properties" under Configure WAF, Hardening Options to No. Please note that this feature has been around since 2011.

Hi Nicholas.

We have moved the site to a new server and then did the Joomla 5 migration.  I've never had an issue adding a new user until this move.  The feature may have been in place since 2011, but something is different with the setting.  I did disable the property, but I still get the same 403 error.

Either your problem is not related to Admin Tools, or you are not telling me something important.

Try to set up a Super User in the backend of the site. When you get blocked go to Components, Admin Tools for Joomla!, Web Application Firewall, Blocked Requests Log. You should see your IP address there. What is the Target URL and the Reason you see?

If you do not see your IP address at all: it's not an Admin Tools issue. I have seen a lot of servers which do block URLs in Joomla's backend because of unfortunate server protection rules. Your host can check that, and tell you what to add to your .htaccess file to disable this rule on your site.
