Helix passes the name of your template in the URL. By default, Admin Tools is configured to block this kind of access.
Go to your site's administrator backend, Admin Tools, Web Application Firewall, Configure WAF. Click on the Cloaking tab, and set "Allow site templates" to Yes. Then, click on Save & Close.
The downside with this change is that it allows attackers to detect which templates are installed on your site, even if they are not used in any page of your site, as long as they know the template's name. This can be a security issue if you have an old, outdated, and vulnerable template installed on your site. When making this configuration change, you are strongly advised to uninstall any non-core templates you are no longer using on your site.
