I’m trying to upload a PHP file, but it doesn’t seem to work. Could it be that Akeeba is blocking the upload?

If you are trying to upload the files through Joomla: Joomla will not allow PHP files to be uploaded.

If you have already uploaded the files in a different way and you have a problem accessing them: add their paths to the Allow direct access to these files feature in the .htaccess Maker, see https://www.akeeba.com/documentation/admin-tools-joomla/server-protection.html

I understand, I just hoped that the photos would make it a bit easier for me, since I don’t have much experience with this.

Could you please help me understand which section my issue belongs to?

Check out the instructions under "How to determine which exceptions are required". It tells you how to find out. I cannot do that because I don't even know the URL of the page with the problem. I certainly can't run the browser's dev tools against a screenshot :)
