Nope, nothing coming from Admin Tools. I can tell you that with absolute confidence because I'm using CloudFlare Turnstile (their "not"-CAPTCHA) on this very site we're having this conversation.
I believe that it will only work if your site is served over HTTPS, which should anyway be the default if you're using CloudFlare.
Also check your browser and your browser extensions (if any) for any options which may be blocking CloudFlare's JavaScript. Many browsers have privacy settings which block third party JavaScript, i.e. JavaScript hosted on a domain other than the site you're visiting, which is what CloudFlare Turnstile does. Many browser extensions such as NoScript and Privacy Badger do the same. Ad blockers may be subscribed to ad blocking lists which block that JavaScript as well. I have seen, and I kid you not, a copy of Firefox which had all of the above, making troubleshooting a third party JavaScript issue mindbogglingly hard. And that's why I am mentioning all of these possibilities ever since every time someone comes to me with something that sounds like a third party JS issue.
