Well, we're going in blind. No stress. I have a fairly good idea of what is going on. I wanted to be certain, but let's just assume I am guessing the missing information right so we can at least give the most plausible solution a try.
What I know for sure from the backtrace: the feature involved is "Block template=foo site template switch".
What I do NOT know from the backtrace: whether it's the template's name or template style ID in the URL.
What I suspect: The "Block template=foo site template switch" option is set to Yes but the "Allow site templates" option is set to No. The URL uses the a template name or a template style ID corresponding to an installed template and / or configured template style of an installed template. Because "Allow site templates" is set to No, it gets blocked. If you change that to Yes, it will be allowed.
What I propose you should do: Go to Admin Tools, Web Application Firewall, Configure WAF, Cloaking tab and set "Allow site templates" to Yes. Click on Save & Close.
