Hello, as Super Admin can I unlock another user/Admin?

Admin Tools does not block users, it only blocks IPs. As a Super User you can of course manage any and all blocked IPs, including those belonging to other Super Users.

If you are talking about user management, that's handled by Joomla itself. In Joomla 5.4 a Super User can block and unblock another Super User (changing the Blocked setting, and/or changing the assigned user groups). You can also disable their Multi-factor Authentication (MFA). What you cannot do is manage (add or remove) their passkeys and individual MFA settings.

If you know the IP address go to Admin Tools, Web Application Firewall and click Unblock IP. Type in the IP, click the button, done.
