Since some days PHP Filescanner suddenly fails with error 403 started from planned tasks and panopticon on 3 sites on same hoster.

Panopticon says:
Client error: `POST https://website_url/api/index.php/v1/panopticon/admintools/scanner/step` resulted in a `403 Forbidden` response: eta ht (truncated...)

Is there something changed?

Maybe your server. That's a 403 Forbidden. Your host blocked the request. Ask them to check their server's error log to tell you why.
