It sounds like your server has custom error pages set up, but there's no custom error page file for HTTP 403 Forbidden. When this status is raised, your server responds with 404 Not Found instead. This is best addressed by your host; talk to them. They can edit the virtual host configuration for your site, something that you're typically not allowed to do. Or, they might have a UI for that in their hosting control panel; they can tell you where that control is.
Moreover, it sounds like your server is behind a load balancer, proxy, or CDN which results in Joomla always seeing the same IP address that's not the visitor's address. That's easy to determine and address yourself. Go to your site's System Configuration and set "Behind Load Balancer" to Yes. Click on Save & Close. Does that fix the issue?

OK, the 404 page was a red herring, then. Go to your site's Global Configuration, Server tab, and scroll all the way down. Click on Send Test Mail. I believe this will also stall for a few minutes, indicating the problem was with the email configuration of your site. Fix it, and your problem will be gone.

Working hours: We are open Monday to Friday, 9am to 7pm Cyprus timezone (EET / EEST). Support is provided by the same developers writing the software, all of which live in Europe. You can still file tickets outside of our working hours, but we cannot respond to them until we're back at the office.
