If you renamed that file, Admin Tools doesn't run. Try replacing the contents of the .htaccess file with those found in Joomla's htaccess.txt. If that still doesn't help, your issue doesn't come from Admin Tools at all, as at that point you have completely stopped it from running and undone any changes it has made.
I have a feeling you may be missing something here, though.
What are the exact symptoms? "Locked out" can mean too many different things, only a small number of which could be related to Admin Tools. If the site's complaining about invalid username or password that's not Admin Tools, it's either you accidentally having changed the username and/or password to something you are now unaware of, or the site possibly having been tampered with.
Moreover, check which file you renamed. All plugins written for Joomla 4+ have a services/provider.php file. We're interested in plugins/system/admintools/services/provider.php. It's easy to have a momentary laps of judgement and rename the file of a different plugin, not Admin Tools' system plugin.
