Description of my issue:

When i change X-Content-Encoded-By and hit save it changes at joomla database but when i use for example webmaster tools (google) it is still 'Joomla 1.5'
How do i fix that?

Are you using caching on your site? If you do, the plugin doesn't run when Joomla! is serving cached pages and won't change the header.

There is also another reason why this may happen. By default, Joomla! 1.5 does not allow replacing headers. We try to load a patched core class in our plugin to make that possible, however it is not always possible to do that (another plugin may already be using the class, so we don't get the chance to load our own).

This feature will only work reliably in Joomla! 1.6/1.7/1.8 because a. it allows modifying HTTP headers (thanks to a patch I made and was accepted for inclusion in the core) and b. its caching is far smarter than the half-baked solution in Joomla! 1.5.
