Description of my issue:

I have two affiliate gif images on this page...

One shows from 1and1, but the image from rochen will not display...i just copied the current image code and it does not display on the page...however it does display correctly in the administrator interface

The image you are trying to load does not exist on Rochen's server. This is not a problem with Admin Tools. It is either a problem with a wrong copy & paste of the banner code or a missing image from Rochen's server.

Oh, one more thing...
What caused me to post in this forum for info was the fact that the image displays correctly in the admin interface for the article page. SO, i figured it was being blocked in the front-end for some reason...

OK, you seem to have actually solved the problem :) I checked your page again, the URL to the image is different now (http://partners.rochen.com/banners/joomla-728x90.gif instead if the wrong http://partners.rochen.com/banners/728x90.gif you had before) and the image displays properly. If you don't see it, clear the cache of your browser and try reloading the page.
