What is your recomendation of the best way to upgrade from 1.5.23 to 1.6 or whatever the latest core version is today?

The best way to go from 1.5 to 1.6/1.7 is to use Mattias Aguirre's jUpgrade tool. In fact, it's the only tool to perform a site migration.

Please note that this is not a direct update. 1.5 to 1.6 introduced several changes in the database structure and the programming interface (API) of the CMS. Before continuing, make sure that all of your components, modules, plugins and templates are compatible with Joomla! 1.6/1.7.
