Description of my issue:
I am unable to see the restore files that I FTP'd into my migration site. Placed in the /public_html/administrator/components/com_akeeba/backup
folder. I have tried permission 644 and 755 with no joy. I
am able to see the backup files created on new site.

I really do not understand what you mean? What I think I understand is that you are backing up your site, but you can not see the backup files created by a successful backup. Is this correct?

Correct. I have been having an ongoing problem with my site on a host regarding permissions and ownership issues. I decided to move the site and when I copied the files to the new site, they would not
show up. I think that problem was due to some DNS issues, I was later able to see the files.

Now, my problem has been in the migration of site to a new server, new mySQL database, etc. I will address that in another post. thank you.

Most likely you have set up an output directory which is different than the default. The easiest workaround would be to go into Akeeba Backup's Configuration page and in the Output Directory field type in [DEFAULT_OUTPUT] (all caps, include the brackets). This will reset the output directory to administrator/components/com_akeeba/backup and after taking a new backup you should see the files in there, no matter if they appear in the Administer Backup Files page or not.
