I am trying to setup FTP upload as post processing. The message I get is:
COM_AKEEBABACKUP_CONFIG_FTPTEST_NOUPLOAD

But Akeeba creates files on the remote server with names like .akeeba_test_66699.dat which means the connection happens, no?

.akeeba_test_66699.dat files have 0 bytes.

The upload actually fails. These should be 16 byte files. A 0 byte file means that the FTP command channel works (we can tell the FTP server we are trying to initiate an upload, so it creates an empty file waiting for us to send the data), but the data channel connection through which file uploads and downloads take place is not working.

Make sure you're using the Passive FTP transfer mode.
