We use ATS for a number of functions, one of which is for Change Requests.

For these type of tickets I would like to display some help text about submitting this type of ticket, just like the information we find when filing ticket with Akeeba ie 

Before you file this ticket (see attached screen shot)

The only way I can think of is to create a field that has default text in, but cannot be edited by the user.

Is there another way I could do it?

We have implemented this on our site using a Custom HTML module in the position ats-newticket-top, one of the positions provided by ATS.

Support Information

Working hours: We are open Monday to Friday, 9am to 7pm Cyprus timezone (EET / EEST). Support is provided by the same developers writing the software, all of which live in Europe. You can still file tickets outside of our working hours, but we cannot respond to them until we're back at the office.
