What you describe is, unfortunately, how Joomla works.
When you install the software it only installs English (en-GB) mail templates – the fact that there's no Norwegian translation (in either Norwegian dialect) shipped with the software should've given that away.
When you tell Joomla's Mail Templates to create a Norwegian template, it simply copies the English over. It expects you to translate them. It also doesn't tell you which, quite frankly, sucks from a usability point of view. My guess is that this lack of communication on Joomla's part is what got you. Don't worry, you're not the only one!
Since it's a lot of mail templates to translate, I would recommend using AI for that. It does a fairly solid job, with very few manual changes required. Which is to say, use it to translate the mail templates, then do some manual proof-reading to catch the odd phrasing or uncommon term here and there.

Working hours: We are open Monday to Friday, 9am to 7pm Cyprus timezone (EET / EEST). Support is provided by the same developers writing the software, all of which live in Europe. You can still file tickets outside of our working hours, but we cannot respond to them until we're back at the office.
