Can a not-logged-in (guest) user create a ticket without the user account being created for the user?

We have a members-only website, and we want to accept tickets from non-members.

No, not really. In that case anyone would be able to reply to that ticket and see its information. Just knowing an email address isn't a good enough guarantee, especially given the data protection requirements in EU's GDPR and California's CCPA (both of which apply globally, regardless of where you are located in as a business).

As a result guest tickets can only be implemented if there's a user account being created.

If you'd like to circumvent that you can only really implement a contact form and handle everything by email.
