Like the issue #27972 impossible to extract JSP (crypt file) :

We have discontinued Akeeba eXtract Wizard. The download page on our site only contained version 3 of it. Version 4 was never hosted on our site, it was always hosted on GitHub and we merely had a link to it.

The reason we discontinued this program is that JPS archives could not be extracted reliably, not even by version 4. Fixing that would require way too many resources. However, I consider it a waste of time. You can always use Kickstart on a local web server (e.g. MAMP, XAMPP, WAMPServer, ...) to extract the backup archive. Just don't click on "Run the Installer" and the end result is the same as if Akeeba eXtract Wizard had successfully run. On top of that Kickstart is the canonical version of the extraction engine i.e. it's the one thing guaranteed to work.
