I'm unable to find what folder this error is refering to.
My joomla tmp folder is moved from the usual place. Might this have borked it? and if so where to I change the link?

The tmp folder is defined in the Joomla! Global Configuration screen. In theory, it can be moved anywhere, but there are several things that can go wrong depending on your server setup.

well it's moved outside of the public http folders for security concerns. And joomla uses it just fine.

Joomla! may be able to use the temporary directory if you are using the Joomla! FTP layer. For technical reasons, JoomlaPack can't use the FTP layer when writing to temporary files (we have to append data to files, which is not supported by the FTP layer). As a result, the temporary directory must be writeable by the user your web server software runs under. Since it is placed above your public web root, you can safely give it 0777 permissions.

It's a tough read, but well worth the trouble, at least according to what other users have told me :)
