I can now load the file to the server and restore them.

But, when a try to backup from the server, I can't figure out the Output Directory name.

Output directory unwritable
Temporary directory unwritable
I put in :
[default_out]\[siteroot]\[rootparent]
[sitetmp]\[siteroot]\[rootparent]
My main folder is public_html .
What i'm doing wrong.

The macro names are case sensitive, so they have to be all capitals. Let's try "[DEFAULT_OUTPUT]" for the Output and "[SITEROOT]/tmp" for the tmp, both without the quotes.

OK- I can now restore the Whole system. That works fine... But - if I change a file on my local PC- (e.g.. pix and/or article) can I use AKEEBA to upload these changes without changing the 'user info'?? (I don't want to change anything in the User Managment data.) So my question is: can I use Akeeba to perform ongoing maintenance to my Web Site and use KickStart to restore(?) those changes??

The short answer is "no". Akeeba is intended to back up and restore the entire site, not changes to the site.

You can exclude tables from your local backup, such as users, so they won't be available when you do the restore to your live site. But that is a really advanced topic. The users table is linked to data in the core_acl_* tables. If you're trying not to update content, that table links to users, sections, and categories. So you have to be really careful with partial backups and restores.

One alternate technique is to test your changes on your test site and apply them again on your live site. That is a lot more work, but it avoids the partial backups and restores.

Nicholas has been talking about the possibility of incremental backups for version 3.1, but it is too early to know if that capability will help with this situation.
