This means that you have not entered the correct FTP connection information to your site in the site's configuration. You can double-click on the site's name, go to the Downloads tab and enter the correct information, as per the documentation. After entering the correct information, click on OK to close the dialog, then left- and then right-click on the site's name, select Manage Backup Files from the pop-up menu, click on a backup with an "OK" status and click on the Download button to try to download it. If the FTP information you have entered is correct, the backup archive will start downloading.

You have the wrong version of the plg_jpremote plugin. After upgrading to Akeeba Backup 3.1 you have to install the correct plg_jpremote plugin (Remote Control plugin for 3.1) for the remote administration of backup files to work.
