Yes, it does. Even the free version (Akeeba Backup CORE for WordPress) supports front-end backups. You can download it through WordPress itself. In the Plugins page look for "Akeeba Backup".

Yes, for the most part. Akeeba Backup can handle cross-post links and links to resources on your site (including images, videos, MP3s etc). It also handles the reconfiguration of your wp-config.php file. This is what most sites are interested in.

It still cannot handle serialised data, something that all backup solutions for WordPress struggle with. The problem is that serialised data is not a well defined format, making it nearly impossible to accurately modify it without risking data corruption. We are still working on it.

Also it cannot and will not handle hardcoded URLs in .php files, e.g. if you have edited your template's .php files. However these cases are pretty rare and you already know if you have done this kind of manual change.
