In Chrome, clicking on Agree or Decline does not close the Cookies Notification window and I cannot log in. 

It works in the other browsers.

On this page https://www.akeebabackup.com/contact-us.html when I click on submit, I get a 404 error

I am writing this using Google Chrome and I am of course able to close the cookie notification window. Moreover, I cannot reproduce your issue with the contact form.

There is, however, a common pattern in your issues: all of these buttons are JavaScript-only. If JavaScript is disabled on your browser, or just these buttons, then what you described will happen. Please make sure that you are not using any browser extensions which may be blocking or interfering with JavaScript. Please remember that seemingly unrelated browser extensions, such as ad blockers, may misidentify and block these elements as well. I have seen AdBlock Plus doing all sorts of weird things. Last week we discovered it was blocking the buttons to select a subscription in our Subscribe page because of a very generic and highly misguided default rule which deactivated the click handlers on any element that contained the word "subscribe" in its CSS classes.
