Hello,
In order to upgrade the site in question to Joomla 4 I made a copy on my local machine, performed all the upgrades and fixes, and copied it back over to the live server. When I tried to access /administrator I got redirected to the homepage. This happened 3 times and afterwards I saw the following message:

We have detected suspicious activity from your IP address. Your access to this site is temporarily suspended. If you are the administrator of this site and have blocked your own IP address on accident please visit /administrator/[email protected] where [email protected] is the email address of your (Super User) account. This URL will only send you an email if the IP address from which you are accessing it is being blocked by Admin Tools. If you are not blocked no email will be sent; you don't need an email with instructions to unblock your IP if your IP is not blocked.

I followed the rescue URL with my email (I have a super user account) but didn't receive any email messages. I tried from various IPs and various devices with the same result. The site on my local isn't causing me these issues. Is there any other way to regain access to the site?

Hello,

most likely you have enabled the Exclusive access to the backend or a secret param. In either cases, please take a look at here on how you can manually disable Admin Tools, then you can review your settings: https://www.akeeba.com/documentation/admin-tools-joomla/web-application-firewall.html#help-locked-out

Please double check what's inside the Blocked Requests Log, so you can see what was the reason for the block.

Thank you, it was indeed set to only allow logins from a white list of IPs.
