you can manually disable Admin Tools in this way: https://www.akeeba.com/documentation/admin-tools-joomla/web-application-firewall.html#help-locked-out
If you replace your current .htaccess with Joomla default one, it will be completely disabled.
Regarding your problem, first of all we should understand what's being blocked and why. Please get inside the Blocked Requests Log and search for your IP, what's the reason for the block?
