I get this error when trying to transfer the site to a new host. It seems to start and work each time up to about 8% then I get this message. 

Any suggestions how I might troubleshoot this?

Hello,

this means that the remote host is killing the process.

In these cases is way faster to manually transfer the site to the new host and run the extraction there, instead of troubleshooting the root cause. Most likely there is some server configuration (in your current or in the new host) that is blocking the process, so the chances that the host is going to change them are very slim.
