If the directory plugins/system/admintools does not exist then the System - Admin Tools plugin's code is completely missing from your site. As a result, Admin Tools' Web Application Firewall cannot possibly be running since its code is in the plugin which is no longer there.
If, however, you meant that the directory does exist but you don't know what to do, see here: https://www.akeeba.com/documentation/admin-tools-joomla/atwafissues.html You need to rename the file plugins/system/admintools/services/provider.php
. If you rename that file, the plugin no longer runs, therefore the Web Application Firewall no longer runs.
For what it's worth, you can tether your computer to your iPhone. Open the Settings app on your iPhone. Tap on Personal Hotspot or go to Cellular > Personal Hotspot. Toggle Allow Others to Join to turn on the hotspot. Set a Wi-Fi password for security. Now go to your computer and scan for Wi-Fi networks. You should see your iPhone; connect to it using the password you set in your iPhone's Personal Hotspot.
I have done that a lot –with iPhone, iPad, and Android– when I am not in the office and need to work on something on-line. It causes no problems, beyond the fact that mobile connections do not get a stable IP address in most cases. If you had set up the Administrator Exclusive Allow IP (IP whitelisting for the admin) that would be a problem as the IP you're getting on your mobile connection is not the IP you had whitelisted in Admin Tools. Again, if the plugin's directory is missing or the provider.php file is renamed it won't be an issue as the code for that feature –which is part of Admin Tools' Web Application Firewall– won't be running.
Regarding Wi-Fi 7, it's not compatible with any Mac, at least up to and including M4. They only include WiFi 6E. If you turn off WiFi 7 (and even WiFi 6) on your router it should work fine. Also remember that WiFi 6, 6E, and 7 require uninterrupted line-of-sight between the two antennas (access point and device) to provide any benefits, and are limited to fairly small distances.
Finally, you never need to replace the whole modem-router if you have Access Point / Wi-Fi version compatibility issues. You can always turn off the Wi-Fi on your modem-router and hook a Wi-Fi Access Point to it with an Ethernet jack. I am using a TP-Link deco since both my wife and my daughter use Apple devices. I have switched to Android on the mobile side and Linux on the desktop (the desktop using a wired connection even), so I am not particularly fussed about the Wi-Fi :)
