Good day.

In my root directory, I find a series of [language code].kickstart.ini, for example fr-FR.kickstart.ini

This site is in English only and I have no need to run kickstart right now.

What I find odd is that the file permissions are set to 755.

Two questions:

* Can I delete these files?
* If not, can I set them to 644 or 444?

You can safely delete those files. They are leftovers from a previous restoration. They should have been automatically removed, unless you are using Kickstart 3.0 or 3.1 instead of the current release (at the time of this writing that's Kickstart 3.2).
