Description of my issue:
A little confused on the guides i found. What I want to do is backup my site and restore to a different url for the purposes of developement.

I can create the backup, download the JPA, Upload the JPA to the new site. I have access to shell. What exactly is the step by step i need to do to ensure i restore to a completely different site AND database as my orginal? This is the first time im cloning a site so i need to be certain i wont break production and have it clear.

It doesn't matter if you are restoring a backup to the same server and location (restoration) or a different server and/or location (cloning). The process is exactly the same. You just need to have a database, upload kickstart.php and the backup archive and start Kickstart. The rest is self explanatory. Just give your new database's connection info when asked for the db connection info.
