 After restoring to my XAMPP local host, I get a popup with the message "You have chosen to open: which is: application/x-httpd-php from http://localhost" with the option to download or open the file when I try to load the frontend or the backend. (localhost/neighborreferred and localhost/neighborreferred/administrator)

I have renamed the .htacces.txt file, I have verified the php version, I have verified that mod_rewrite is on and I am still getting the same messages.

When this didn't work, I used bitnami installer to install an instance of Joomla and this runs with no problems. I'm totally stumped!

This is a configuration issue with XAMPP. Unfortunately we can't help you with that. Usually the solution is to remove the .htaccess, php.ini and .user.ini files from the site's root and the administrator directory and then clear your browser's cache (that's an important step). Sometimes you need to completely reinstall XAMPP. But in any case this is something not related to what our software does, so we can't provide help :(
