Is it possible to restore WP files from an Akeeba Backup, but not the database?

Yes, just extract the backup archive using Kickstart.

When you see the "Run the Installer" button, don't click on it. Simply delete the installation folder, the backup archive and kickstart.php.

Remember, Kickstart only extracts the files from your backup archive. When you click on Run the Installer you access the restoration script which was included with your backup archive. That's what restores your database and reconfigures your site. If you don't run the installer you don't touch your database.
